CallSniper / Medicare agencies

Review the Medicare call archive against the agency's approved checklist.

Medicare agency leaders need a practical way to inspect recorded marketing and sales calls across agents and plan discussions. CallSniper applies the agency's approved scorecard to uploaded recordings and ties each finding to a transcript timestamp for compliance review and coaching.

“Thanks for calling back, Mr. Castillo.
Before we talk about any plan benefits, I need to read you a required disclaimer,
and then confirm the scope of appointment on file.”

Disclaimer timing ahead of the benefits discussion, checked with a timestamp on every sales call.

The archive reviewed
before an auditor asks.

A compliance director needs to move from a failed criterion to the exact words quickly. CallSniper keeps each score beside timestamped transcript evidence and the source recording, so reviewers can inspect the passage, listen to the audio, and document their decision. Hosting, retention, and access requirements should be agreed before beneficiary recordings are uploaded.

Follow a Medicare sales call from the recording notice to the enrollment.

Each row is a moment the scorecard checks and the conversation it opens with the team.

Recording and notice

Was the call recorded from the greeting to the disconnect, and was a recording or monitoring notice delivered where state law requires one?

Check the recording start against the greeting and the notice against the states the agency writes in.

TPMO disclaimer

Was the disclaimer delivered in full, from the current approved language, before any discussion of plan benefits?

Play the moment benefits first came up beside the moment the disclaimer ended.

Scope of Appointment

Was an SOA agreed and documented before plan specific discussion began, and did the conversation stay inside the product types it lists?

Compare the products discussed against the SOA on file.

Benefits and close

Did each benefit described match the current approved plan materials, with the correct plan year and effective date, and was the beneficiary's understanding confirmed before the enrollment was submitted?

Match each benefit statement to the approved materials and share the exact phrasing with the agent.

Points are illustrative because CMS publishes no point scale, so confirm every requirement against the current CMS text and your own counsel before treating a row as agency policy.

Illustrative review flags

  • A marketing or sales call with no recording on file
  • Benefits discussed before the TPMO disclaimer was delivered
  • Plan specific discussion held with no SOA on file
  • A stated benefit that appears nowhere in the approved plan materials

Bring these to a pilot.

  • Six months of archived AEP call recordings exported from your dialer or carrier portal
  • An agent roster so scores land on the right person
  • Your current approved TPMO disclaimer language and the script agents use today
  • The report your compliance director or upline reviews

The pilot runs this rubric against your own archive, with the critical fails separated out and the results grouped by carrier.

Do Medicare agents have to record calls?

Third party marketing organizations must record marketing and sales calls in their entirety, including the audio portion of web based calls, under 42 CFR 422.2274 and 423.2274. Confirm how the requirement applies to your own arrangement with your upline or your counsel.

What has to be in the TPMO disclaimer?

The scorecard should use the current disclaimer language and timing approved by the agency's compliance team. CallSniper can check whether that configured language appears and link the finding to the transcript; counsel or compliance owns the final interpretation.

What changed on October 1, 2026?

The CY2027 rule moved the TPMO disclaimer timing from within the first minute of the call to before any discussion of plan benefits, removed the SHIP referral element from the disclaimer while keeping the Medicare.gov and 1-800-MEDICARE references, and removed the 48 hour Scope of Appointment waiting period while keeping the SOA itself. Marketing and sales call retention moved from 10 years to 6, with audio held for years one through three and audio or a complete and accurate transcript for years four through six, while enrollment records stay on the 10 year path. Three of those changes alter what an agent has to say and when, so the scorecard needs updating to match them.

Can you score calls without connecting to our dialer?

Yes. You export the audio your dialer or carrier portal already holds and upload the files in bulk. A six month archive is likely to be processed on the first day, though very high call volume can take longer. Any connection to your dialer gets scoped during the pilot.

Start with the calls you already have on file.

Bring those recordings, an agent roster, and your approved disclaimer language, and watch them scored against this rubric.
